I have worked with p6 long time, never have solved that.

I think that is not possible, but You would have to work with WBS. No Activity codes.

Activity Codes is used to create groups of activities

Sorry but i dont speak english very Well

Here is what I have done depending on the need.

Create a dummy code but left the description of that code blank.  You still get the colored bar but its blank without "No Phase" words printed.

or

Make a filter to say where code does not equal blank and those activities and bars will not show up at all (provided you also have "hide if empty" checkbox on the group and sort).  No dummy code needed.

Go into the activity coding section that you labeld PHASE, and create a code labeled BLNK but leave the definition portion blank.
Now for the sections that say " No Phase" set the code for the " Phase" band to BLNK, and now press SHift-F2 and the Phase band is now empty.

I have created a BLNK code in all of my code structures to cover this.

Solution

create a new filter

select    if    what ever code       is not equal to

just leave the value blank do not put anything in it
